Topper is the Commander (Clawmaster) of the Claw — the Malazan Empire's feared intelligence and assassination network. He possesses the ability to access the warren of Shadow for rapid travel, making him one of the Empire's most dangerous agents.

Book 1: Gardens of the Moon

Topper is introduced as the Commander of the Claw, overseeing Imperial intelligence operations on Genabackis. He personally manages Ganoes Paran's assignment to the Bridgeburners as Adjunct Lorn's agent, using Shadow warren portals to travel rapidly between locations.

Topper's cold professionalism and his ability to traverse Shadow set the tone for the Claw as an organization — efficient, ruthless, and deeply embedded in the Empire's power structure.
